Since its inception in 1990, Rural Cellular Corporation (RCC) has recognized the opportunities that existed in rural cellular communications and realized its vision to capture those markets. Today, RCC is truly a full-service wireless company, with strategic operations in the Midwest, Northeast, Northwest and the Southern regions of the United States. The acquisition of Triton Cellular extended our operations into the South and Northwest regions.
RCC serves rural areas where tourism, agriculture, and small businesses are prevalent. These areas are adjacent to metropolitan areas or include significant highway corridors. We have acquired companies with histories of strong operating results, superior network infrastructures, similar corporate cultures, and commitment to service excellence.
We are convinced that by providing innovative solutions through wireless technologies and maximizing customer satisfaction, RCC will continue to fuel its growth and generate strong financial results.

Richard P. Ekstrand, President & Chief Executive Officer
Richard Ekstrand founded Rural Cellular Corporation in 1990, led it through an Initial Public Offering in 1996 and several successful acquisitions. He was previously employed in various management capacities with United Telephone Company and the State of Minnesota. Ekstrand is also sole shareholder, chief executive officer and a director of North Holdings, Inc. (formerly Lowry Telephone Co., Inc.). Ekstrand has a degree in business administration from Augsburg College in Minneapolis.
Mr. Ekstrand is past chairman and currently sits on the board of directors’ executive committee of CTIA, The Wireless AssociationTM. He is on the board of The Wireless Foundation, having served as its chairman, and he also serves on the board of the Rural Cellular Association (RCA). In addition, Ekstrand is past president of the Minnesota Telephone Association, the Association of Minnesota Telephone Utilities and the Minnesota Telecommunications Association.
In 1997 Ekstrand received the GRTE/TSI Celli Award for his outstanding contributions to the wireless industry and in 1998, the CTIA President's Award for his leadership in promoting safe and responsible use of wireless phones. Mr. Ekstrand was named Ernst & Young Entrepreneur of the Year for Minnesota and the Dakotas in the Entertainment/Communications division in 1998.

Ann K. Newhall, Executive Vice President and Chief Operating Officer
Ann Newhall joined RCC as senior vice president and general counsel in February 1999 and subsequently was appointed to the Company’s board of directors. She was named secretary, executive vice president and chief operating officer in 2000. Prior to joining RCC, Newhall served as a shareholder attorney and president of the Moss & Barnett law firm in Minneapolis. During her 22 years at Moss & Barnett, Newhall advised businesses on strategic planning and business issues. She assisted with the formation of RCC, was instrumental in taking the Company public in 1996, and has been closely involved with all negotiations and acquisitions at RCC since 1990. Ms. Newhall also served as general counsel for RCC from its inception to 2000. Newhall graduated Phi Beta Kappa from St. Olaf College in Minnesota with a B.A. degree. She received a J.D., graduating cum laude, from the University of Minnesota Law School.

Wesley E. Schultz, Executive Vice President and Chief Financial Officer
Wesley Schultz joined Rural Cellular Corporation (RCC) as vice president, finance and chief financial officer in May of 1996. Schultz has over twenty-five years of diversified experience in finance, accounting, administrative and human resources management. Mr. Schultz also has extensive experience with business mergers and acquisitions, public offerings and financing, divestitures, start-up ventures and company expansions. Schultz graduated summa cum laude from the University of North Dakota with B.S. and B.A. degrees in accounting. He has professional affiliations with the American Institute of Certified Public Accountants, the Minnesota Society of Certified Public Accountants and is a member of Alexandria Lakes Venture, LLP.

David J. Del Zoppo, Vice President, Finance and Accounting
David Del Zoppo began his employment with Rural Cellular Corporation in May of 1997 as corporate controller. Del Zoppo has over twenty-eight years of diversified experience from certified public accounting and internal audit management to vice president positions within the private business sector. He has been involved with the execution of business strategies, acquisitions, divestitures, financing, various stock offerings and compliance with Sarbanes-Oxley requirements. He has held various management positions in several companies including ACS (formerly Business Records Corporation), Jostens Inc. and KPMG Peat Marwick. Del Zoppo graduated from St. Cloud State University in Minnesota with a B.S. degree in accounting. He is a Certified Public Accountant and a member of the Minnesota Society of CPAs.

Scott G. Donlea, Sr. Vice President, Network and Product Development
Scott Donlea is responsible for the operations of product development, network operations and engineering. Donlea began his employment with Rural Cellular Corporation in 1992 and has held positions as senior vice president of market development, vice president of sales and marketing and manager of market operations. Prior to joining RCC Donlea was employed by CommNet Cellular, Inc. as a regional marketing and sales manager, and worked for U.S. West Cellular, Inc. as a branch manager. Donlea received a B.S. degree from Augustana College in Sioux Falls, South Dakota and graduated cum laude. He served as chairperson for Rural Cellular Association's business and marketing committee for six years and continues to serve on the committee.

William D. Finley, Vice President and Controller
William (Bill) Finley joined Rural Cellular Corporation (RCC) as controller in September of 1999. He is a Certified Public Accountant and has twenty years of diversified experience in auditing, finance and accounting. Prior to joining RCC, Finley held management positions with Affiliated Computer Services Corp. and KPMG Peat Marwick. Finley graduated from St. John’s University with a B.S. degree in accounting. He has a professional affiliation with the Minnesota Society of Certified Public Accountants.

John D. Foote, Vice President, Customer Operations
John Foote oversees all aspects of customer operations for RCC including customer service, credit, collections and retention. Prior to joining RCC in July 2005, John served as senior director of financial services at U.S. Cellular in Chicago. He has over 15 years of experience in various leadership positions with GE Capital, Ameritech, SBC Communications, and U.S. Cellular. John received a B.A. degree from Muskingum College in New Concord, Ohio and attended Capital University Law School in Columbus, Ohio. He is a certified Six Sigma Black Belt and introduced Six Sigma Quality programs at several companies he worked for previously.

Karen C. Henrikson, Vice President, Human Resources
Karen Henrikson joined Rural Cellular Corporation in October 1992 and has been instrumental in developing strategic human resource systems and practices for RCC’s mergers and acquisitions. She is responsible for providing overall human resources leadership and direction for RCC in 15 states. Henrikson oversees development and implementation of policies, programs, employment practices and procedures; services including recruitment, selection, retention, legal compliance, employee benefits and employee relations, and employee communications and events. Henrikson also fosters a workplace environment consistent with the values and mission outlined by the leadership of the company. She is a member of the national Society of Human Resource Management (SHRM) and also the local chapter of SHRM.

Jeffrey A. Hitland, Sr. Vice President, Sales and Marketing
Jeff Hitland is responsible for all aspects of sales and marketing across all Rural Cellular Corporation operating areas. Hitland joined RCC in 1992 as a territory manager for the Midwest Region and through a series of promotions also served the company as general manager and regional vice president. Mr. Hitland has extensive experience in the telecommunications industry. Prior to launching his career with RCC, he was a sales representative with USWest Cellular and territory manager at CommNet Cellular, Inc.
Mr. Hitland serves on the board of directors of the Alexandria Area YMCA and the Heart of the Lakes United Way annual golf tournament committee.

William M. Johnson III, Vice President, Customer Equipment and Purchasing
William Johnson joined the company in 1999 serving as an IT project director. In this capacity he was instrumental in the deployment of many key systems, services and technologies. In his current role as vice president, customer equipment and purchasing, Mr. Johnson oversees the management, selection, acquisition, and support of consumer wireless devices and accessories, and the overall purchasing activities for the company. In addition he directs the company’s ERP systems and change management processes.
Mr. Johnson held a variety of information technology management positions before joining RCC. He has international experience deploying and supporting business computer systems; managed the development of software applications for the U.S. Space Program at Cape Canaveral, and most recently served as chief information officer for a computer services and outsourcing firm. He holds a Bachelor of Science degree in management with an emphasis in information systems and operations from Florida State University.

Elizabeth L. Kohler, Vice President, Legal Services
Elizabeth Kohler is responsible for federal and state government affairs, legal compliance and litigation management, real estate acquisition and support for business transactions. She has over ten years experience in the wireless industry.
Prior to joining Rural Cellular Corporation in June of 1998, Kohler served as senior director of real estate and regulatory affairs for Atlantic Cellular Company. Before working in the wireless industry, she was an attorney in the litigation group for the law firm of Downs Rachlin & Martin in Burlington, VT. Ms. Kohler graduated cum laude with a B.A. degree from Boston College and received a J.D. from Northeastern University School of Law, Boston, MA.

Thomas F. McLaughlin, Vice President, Sales
Tom McLaughlin is responsible for setting strategic sales direction and oversees all aspects of consumer and business-to-business sales. Previously, McLaughlin was vice president of sales and marketing where he was responsible for development of RCC’s brand, and for centralizing marketing functions. He also was vice president of operations for RCC Atlantic, which included managing the company’s properties in Vermont, western New Hampshire, northwestern Massachusetts and northern New York.
Prior to joining RCC, McLaughlin was vice president and general manager for Atlantic Cellular Company. He previously has held management positions at Adelphia Cable Communications, Mountain Cable Company and Cox Cable Company. Mr. McLaughlin is a member of the Lake Champlain Chamber of Commerce, serves on the board of the Vermont Business Round Table and is vice president of Vermont Technical Advancement Center. Mr. McLaughlin has a B.A. degree from the University of Rhode Island with an emphasis in economics and sociology.

William “Lex” A. Wilkinson, Jr., Vice President, Business Support Services
Lex Wilkinson directs revenue related functions at RCC including customer billing, roaming strategy and revenue assurance. Before joining RCC in 2000, Wilkinson directed fraud and security investigations as a consultant to the telecommunications industry including CTIA, The Wireless Association TM. He also was a corporate executive committee member of the Professional Security Bureau.
Prior to his involvement in the wireless industry, Wilkinson worked in law enforcement. He has a B.A. degree in the administration of criminal justice from DeSales University in Allentown, Penn. He holds the designations of Certified Protection Professional from the American Society of Industrial Security and Certified Fraud Examiner from the Association of Certified Fraud Examiners.
